The revised rules, which were scheduled to go into effect in August but have been delayed until January 2005, prohibit solicitation faxes unless the sender has written permission — with a signature — from the recipient. This eliminates an exception that allowed an organization to send unsolicited faxes to those with whom it had an “established business relationship.”
