On the surface, the news from our 2008 Incentive Trends Survey looks pretty positive. Per-qualifier spend is up a healthy 7 percent this year over last, to $3,659, and budgets are up for 40 percent of respondents. But there's another side to the story. Budgets are the same or less for 53 percent of readers.
