In Pennsylvania, Gov. Ed Rendell signed a bill in July that allows for 14 casinos: seven at racetracks, five standalone slot parlors, and two resort-hotel casinos. The earliest any of these could be open is late 2006, but Pennsylvania is expected to give Atlantic City a run for its gambling money by 2008.
